Four way stop hell

On my way to work and my way home everyday I go through about seven four-way stops, and it seems that no one is really sure what to do at these intersections, most of all me.

I guess I always thought you stop completely, and if the other person got there first you let them go and then you go. But that doesn't seem to be the way it works. Drivers will just sit there waiting and then there is the stop and go game, were you start to go at the same time and then stop and then go and then stop and then finally someone waves you on, and you feel like an idiot...and I go through this seven times. Arghh!

Can someone please explain the rules regarding a four-way stop?

Okay, I'll try... I think... this is how it goes. You always follow the person to your left. So it should continue around in a circle. Like when you're playing a board game. The person to your left goes and then you go. After you go the person to your right goes and so on and so on. Does that make since? By the way... I think it is rare that people follow this rule. I suck real bad at it. And... if everyone is not following the "go after the person on your left" rule then it ain't gonna work. How's that? Watch I'm totally wrong. That wouldn't be the first time that I pretend to know what is going on and in reality I have no clue. Kind of like me singing words to songs that are totally wrong.
